Development of priority index assessment model for road recovery based on disaster resilience

As large-scale earthquakes are occurred in recent years, the notion of disaster routes for damage reduction has grown. Disaster routes play a important roles in initial disaster response and disaster recovery by evacuating populations and transferring supplies for disaster response. This study estimated the importance of each roads that can be used as disaster routes after outbreak of disaster from the standpoint of disaster resilience and networks centrality, and developed six types of priority index for road recovery based on the purpose of disaster recovery and the function of the disaster route. Using the priority index developed in this study, it is feasible to identify critical road for disaster recovery in short-term and long-term period. It is projected that disaster recovery will improve if disaster routes are assigned and restored promptly based on the these priority index.
